What a better use of $156B---but that wouldn't buy votes, which is the _sole_ purpose for this rebate. Remember the 2000 election which turned on which candidate offered the great unwashed a bigger per voter kickback (yes, that was exactly what it turned on)? I do. So, here, boys, you can have your dirty money back if you'll spend it on the greater public good. For a change.
